I bet the girl serving Ringo this food is thrilled beyond belief and told everyone all about it. Ringo could care less about whatever this event was. He was just in for the food.
Seeing George Martin right there, and Ringo's look, and the panels in the background, I'm going to venture a guess and say that this is the 1963 EMI Christmas Party!
And, strangely, this photograph is making me hungry for a cocktail meatball! (which is not what Ringo is eating, I know, so don't ask me why!)
